Sylvia Oats

Sylvia Jean Oats, a beloved and respected Direct Support Professional for over 55 years, passed away peacefully, leaving behind a legacy of love, kindness and faith. Born and raised in a family of deep rooted values, Sylvia attended Regina High School and graduated with pride, embarking on a lifelong journey of compassion and service.

Sylvia was blessed with a large and loving family. She is survived by her sons, Marvin Harper, Kevin Phillips and Victor Phillips, as well as her daughter, Lisa Phillips. She joins her sons, Russell Phillips and James Barkley III, who preceded her in death, along with her beloved sister, Ruby Phelia and brother, Chester Phelia. Sylvia was the cherished daughter of Henderson and Patience Phelia.

Sylvia’s sisters, Ramona Baxter, Evelyn Phelia, Constance Stout and Jackie Phelia, along with her brothers, Greg Phelia, Sr. and Victor Phelia, mourn her passing; remembering her as a pillar of strength and compassion within the family. Jackie Phelia, in particular, shared a deep bond with Sylvia and moved in to help care for her during the final stages of her life, providing comfort and companionship.

She also shared a special companionship with Mikey Gibson, who held a cherished place in her heart. Sylvia leaves behind a host of grandchildren, extended family and many dear friends who enriched her life and whom she deeply loved.

Known in the church community as “Mother Phillips”, Sylvia dedicated much of her life to helping others. Her work with individuals with developmental disabilities brought her immense joy and purpose, and her commitment to her church was unwavering. She devotedly volunteered, lending her hands and heart wherever needed. Sylvia gave her life to God at the age of 33, under the pastoral guidance of Dr. Juanita Cook, a pivotal moment that defined her faith and commitment to serving the Lord.

Sylvia’s gentle spirit, selflessness and love for others will live on in the hearts of all who knew her.
